How the PILOT Benefits Licking County
On April 7, 2022, the Licking County Commissioners approved a Payment In Lieu of Taxes (PILOT) application for Harvey Solar. At the proposed 350 MW project size, this action secures $3.15 million/year for the duration of Harvey Solar’s operations. The PILOT is part of a program administered by the Ohio Department of Development in accordance with Ohio Revised Code Section 5709.53.
The solar PILOT is an economic development tool that has several important aims:
Secure sustainable, predictable revenue for areas hosting a project
At 350 MWs, Harvey will pay $3.15m per year for the life of the project - regardless of changes in energy production, equipment depreciation, etc
Road Use and Maintenance Agreement requirement to ensure responsible use and restoration of area roads
While essentially all loads will be “legal loads” (no oversize/weight permits necessary), there will be a temporary uptick in traffic during construction which can take its toll on roads
The RUMA ensures that roads are evaluated and improved prior to construction, maintained during construction, and restored after construction
80% in-state construction labor requirement ensures that local and in-region labor has priority
Partnership and funding with a local joint vocational school/job training program helps foster local workforce development
EMS and Fire training and equipment agreement requirement ensures that first responders are prepared and equipped for the influx of workers
